Why this zone gets mold

Why do homes in East LA and South LA get mold?

Mold on the Eastside and in South LA is mostly an age-of-building problem, not a weather problem. These inland neighborhoods miss most of the coastal marine layer. The drivers are aging plumbing, worn roofs, missing exhaust fans and crowded rooms.

Much of the housing predates 1978, and a good share is far older. Old pipes and roofs fail slowly, so a drip can feed mold inside a wall for months before a stain shows. When a household cooks, showers and dries laundry indoors with the windows shut, the moisture has nowhere to go.

  • Old supply lines: galvanized steel pipes in older houses and buildings corrode from the inside and start to seep at joints.
  • Winter storms: most of LA’s yearly rain arrives between November and March, and NOAA favors a very strong El Niño for winter 2026 to 2027. Tired roofs and flat roofs on small apartment buildings are the first to leak.
  • Crowded units: more people in fewer rooms means more steam, more wet towels and more condensation on cold exterior walls.

Boyle Heights

Mold inspection and remediation in Boyle Heights

Boyle Heights is a City of Los Angeles neighborhood just east of the LA River, so a tenant complaint goes to LAHD, not the County. It has some of the oldest housing in the city: older single-family houses, duplexes and small apartment buildings, many built well before 1978. That age shapes how an inspection and a repair should be done.

In an older Boyle Heights home we start with the bathroom and kitchen plumbing walls, ceilings under the roof line, and any crawl space under a raised floor. A moisture meter and a thermal camera show where water is moving before anything is opened. Lab samples are added only when they answer a real question.

Remediation always runs in the same order: stop the water, contain the work area, remove what can’t be cleaned, then clean and dry the rest. In a pre-1978 home, plaster, ceiling texture and old paint are checked for asbestos and lead before any of it is cut. Raised-floor houses with damp soil underneath often need crawl space mold remediation rather than work inside the rooms.

Spanish is the first language in many Boyle Heights and East LA homes. Our guía en español sobre moho en su apartamento covers tenant rights and who to call in plain Spanish.

City vs County

Is my home in the City of LA or unincorporated East LA?

It depends on the exact address, and the mailing address can mislead you. East Los Angeles is an unincorporated community run by LA County, even though many of its residents write “Los Angeles” on their mail. Boyle Heights, right next door, is inside the city. The agency that inspects your home follows that line, not the zip code you use.

Not sure which side of the line you are on? Ask the owner or manager which city the building is in, or call either agency and give them your address.

Both agencies inspect for free, and neither needs a lab report from you. LAHD usually reaches out within three days, sooner when it is urgent, and a cited owner has up to 30 days to repair. County Public Health runs the same kind of inspection through its “Lead and Mold Hazards” program. For other cities, use our guide to who handles mold complaints by city.

What the inspector can cite: since SB 655, visible mold growth counts as substandard housing under Health & Safety Code 17920.3. Minor mold on surfaces that are normally wet, like a shower, is the exception.

Older housing

Why is mold in a pre-1978 home a bigger job?

Because the materials around the mold may contain asbestos or lead. Popcorn ceilings, old plaster, joint compound, vinyl flooring and paint from before 1978 can all carry one or the other. Cutting them out untested can spread a second hazard through the home.

1. Leaks hidden in plaster walls

Thick plaster hides a slow leak longer than drywall does. By the time paint bubbles, the framing behind it may be wet. Moisture mapping finds the edges of the damage so only the needed section is opened.

2. Bathrooms and kitchens with no ventilation

Many older units were built without exhaust fans. Ceiling mold above the tub and black spots behind the stove are common, and they return after cleaning until the room can vent its steam.

3. Storm leaks into roofs and crawl spaces

Worn roofing leaks and water pools under raised floors after big winter storms. Mold tends to show up two to six weeks later, so check a January ceiling stain before spring.

Don’t scrape or sand old surfaces. Asbestos work over 100 square feet needs a CSLB-certified asbestos contractor registered with Cal/OSHA (DOSH), and disturbing pre-1978 paint falls under EPA lead-safe (RRP) rules. Test first, then plan the removal.

When a repair will disturb old materials, combined mold and asbestos testing answers both questions in one visit, so the remediation plan and price are right from the start.

Renters

Do renters in Boyle Heights or South LA need to pay for mold testing?

Usually not as a first step. The free inspection from LAHD or County Public Health is the official record of a habitability problem, and visible mold can be cited on sight. Paid apartment testing earns its cost when the mold is behind a wall, the owner insists it’s only dirt, or a lawyer asks for a lab report.

  1. Photograph it with dates. Include the mold, any drip or stain, and damaged clothes or furniture.
  2. Notify the owner in writing. A text, email or letter gives you proof of the date you reported it.
  3. Call the right agency. LAHD for city addresses, County Public Health for unincorporated East LA and Downey.
  4. Keep everything. Save the inspection report, any notice to the owner, and your messages in one place.
Afraid of losing your home if you complain? Civil Code 1942.5 makes it illegal for a landlord to retaliate against a tenant for reporting a habitability problem. This isn’t legal advice: talk to Bet Tzedek or a tenant lawyer before withholding rent or moving out.

Matched services

Which mold services fit East LA and South LA homes?

Apartment testing

For tenants and owners who need to know where hidden mold is and how far it spread, with a report both sides can read.

Mold plus asbestos checks

For pre-1978 houses and buildings where plaster, texture or flooring has to come out before the mold can be removed.

Remediation for owners

For homeowners and landlords with a leak to fix or a code notice to close. See how our mold remediation work is done.

On every job we find the moisture source first, quote in writing before work starts, contain the area and remove what can’t be saved. We recommend an independent tester, not the removal crew, for the clearance check. For a cited owner, that report shows the repair held, and an uncorrected citation can lead to damages under Civil Code 1942.4.

Cost

How much does mold inspection cost in East LA?

A visual inspection with moisture mapping typically costs $250 to $500, and one with two or three air samples plus an outdoor control runs $400 to $800. Repairs in older homes can cost more when asbestos or lead work is needed.

ServiceTypical LA range
Visual inspection and moisture mapping$250–$500

Typical industry ranges for the Los Angeles area. Your written quote depends on the size, access and materials involved, including any asbestos or lead work.

Local FAQ

Boyle Heights, East LA and South LA mold questions

Who do I call about mold in a Boyle Heights apartment?

Call LAHD at (866) 557-7368. Boyle Heights is part of the City of Los Angeles, so the city’s Housing Department inspects mold complaints there for free.

Who handles mold complaints in unincorporated East LA?

LA County Public Health, Environmental Health, at (888) 700-9995 or through its online complaint form. East LA is unincorporated, so LAHD can’t inspect there even if your mail says Los Angeles.

What does mold remediation cost in an older Boyle Heights or East LA home?

A typical job, such as one bathroom or a section of crawl space, falls around $1,500 to $6,000 in LA. Asbestos or lead in old plaster, paint or flooring can add cost. The written quote depends on the job.

Should I test for asbestos before removing mold in a pre-1978 house?

Yes, if plaster, ceiling texture, flooring or paint will be cut or sanded. Testing first keeps a mold job from spreading asbestos or lead dust, and it decides which licensed contractor can legally do the work.

Can my landlord evict me for reporting mold?

California Civil Code 1942.5 bars retaliation against a tenant for a habitability complaint. This isn’t legal advice. If you’re worried, contact Bet Tzedek or a tenant lawyer before you act.

Is the black mold in my bathroom making my kids sick?

Color alone can’t tell you the species or the risk. Mold can trigger allergies and asthma in some people, so if a child has symptoms, talk to your doctor and get the moisture problem fixed.

Do you serve Downey and Baldwin Hills too?

Yes. We work across all of Los Angeles County, 24/7 for emergencies. Downey tenants report mold to County Public Health, while Baldwin Hills addresses inside the city go to LAHD.

Comparing zones? Older apartments are also the theme in Koreatown and Central LA, while San Fernando Valley homes face AC and slab-leak mold. See every zone on the LA County areas we serve page.
